Navigator/Spring board icon - Visible only to employees in US

Summary:

Requirement is to show some custom icons /actions in navigator/springboard for Emps in some country(s) only as the icon is only applicable for those countries.

Can we use the EL expression based on location, legal entity or LDG?

Last document that we found was 2469128.1 where it says it not possible. Has this changed? If you have any recommendations/solutions/workarounds that would be helpful.
