Rule based candidate pool using location in Oracle recruiting cloud

When enabling rule based candidate pools in Redwood, how does the location criteria work? Would it just include only candidates whose home address matches the location (City, state, country) added in the criteria? How would it work for Internals whose work address is on their profile? Would it also consider the primary locations of their prior job applications? Can you please explain how this functionality works?
