We need to group order lines and automatically create separate shipments based on Shipment set

Summary:

We have a requirement where in a Sales order is created with different order line items, we use same customer, Inv Organization, Ship method, freight, FOB, so we can't use them as grouping criteria.

We need the items to be shipped as sets so that the order lines are grouped and shipped through different shipments automatically instead of selecting lines manually and shipping them. 
I tried Shipment sets, Pick Slip grouping rules, still it created single shipment for all lines.
