Fusion Oauth Enablement different tenancy

Hello We have fusion and paas in in 2 different tenancies but same region to enable oauth for fusion ERP do we need to create it as a resource application in the tenancy where OIC is, has anybody have implemented Oauth where ERP is in different tenancy and OIC is other , please share your thoughts.
