ACA Eligibility Process updates Assignment Record with same action/action reason again on run date

Summary:

When we run ACA Eligibiliy process lets say on 12/31/2025. It updates Assignment Record with previous/top of stack action and action reason.
So if top of stack Assignment record has Salary Change, it will update assignment on 12/31/2025 - so anyone looking at assignment record will be confused to see - why is this Salary Change when there was no Salary Changed on 12/31/2025.

There should be a separate and unique, new action code for the assignment history record that gets created from this ACA Eligibility Process instead of copying the top-of-stack action code as it is.
