How to create or replace self paced learning with no content

Summary:

Currently, we utilize learning module only as an admin activity. We do not use learning self service. Learning Admin manage courses, self-paced offerings and specializations and learning asssignments (in responsive). We also have several interfaces that create/update offerings and learning assignments data.

Now as we prepare for the Redwood transition, we are analyzing and testing the changes to decide the best path forward and have noticed that to create a self-paced learning item, the 1st part is creating or linking content. Since we do not manage content in Oracle HCM, this creates a barrier for us as there is no option to move forward without creating a dummy entry here. Is there a way we can create/use self paced learning items without providing content info.
