How to get contingent workers with future start date?

in HCM REST APIs

Summary:

I am using ServiceNow to call a REST API to get the employee. However for contingent workers it is not working to for future start date. I cannot specify a person number or an effective date. Because the integration runs automatically everyday and should get the data from Oracle HCM for all contingent workers that have start date in the next 30 days.
