How to inactivate an AOR template when the 'assign by criteria' does not change?

Summary:

I have created an AOR template with the Scope of Responsibility set to: Legal Employer - Representative's Legal Employer (dynamic selection) and Department - left blank so that the template can be edited at the user level.

the Assign by criteria looks for a custom security role using person by AOR - legal employer and department

If an employee transfers to a new Legal employer (transfers from employer A to employer B), I need the AOR template associated with employer A to inactive and a new AOR template associated with employer B set as active.

the template associated with employer B is available on the user and active, but the AOR template associated with employer A is still showing as active.
