ICP Plug behavior for NotConsolidate Entity

Hi, I'm trying to undestand the behavior for Plug accounts when the entity or ICP partner is set to "NotConsolidate"

ICP Plug behavior for NotConsolidate Entity:

My Dummy ACC is configured as below:


Plug configured as below:

The behavior I expected was that the entity that does consolidate would generate the plug, since its ICP counterpart does not consolidate to the first common parent. However, it seems like the system completely ignores this. Is that expected?
