Can we extract person images (Blob data) in Changes Only HCM Extract?

We have a requirement to get the csv file newhires and any changes in Position and Location in emp assignment. We are planning to build Changes Only HCM Extract which pulls BLOB data for person image and create csv file. OIC Integration will read this and create .jpeg file and place it in customer FTP location. We need in changes Only basis .

All the blogs showing extraction from BIP, can we extract it in HCM Extract?
