26C Course Enrollment Primary Action - "Enroll"

Hi all,

We've enabled the new 26C feature "Course Enrollment Primary Action" (Show Enroll on Primary Actions Menu for Course Details Pages = True in VBS).

For learners, this works as expected: Enroll (or Request, when approval is required) is now the primary action on the course details page (instead of Recommended)

However, when a manager navigates to the same course details page (e.g. via My Team > Learning, or browsing the catalog while acting for their team), they also see "Enroll" as the primary action instead of "Assign Learning to My Team". This is confusing for managers, since it looks like they are being asked to enroll themselves rather than assign the course to their team.
