On-Document Option Missing from Aggregate LOV in Rate Plan?

In the Rate Plan, the On document option is not available in the Aggregate LOV. However, for Monthly and One-Time charges, the Aggregate LOV displays both On line and On document values.

Is this expected behavior? If not, what configuration is required to make the On document option available for Rate Plan charges?
