Course with publish end date still being assigned via initiative

We have a course and offering with publish end dates, but as the initiative is still active with this course it is still pushing it out. We would expect the initiative to not send the course out as the offering is end dated. Is this expected behaviour so would we also need to inactivate the initiative ?
