Job Requisition Security Profile that limits Recruiting Manager's access to specific legal employer?

Summary: Is it possible to create a Job Requisition Security Profile that limits Recruiting Manager's access to specific Legal Employers? My client has 47 different Legal Employers. Each Recruiting Manager looks after a specific number of Legal Employers. Therefore, Recruiting Managers should only see Job Requisitions created within the Legal Employers they are looking after. Recruiting Managers should NOT see Job Requisitions created in Legal Employers that they do not look after. I don't see a "Secure by Legal Employer" option.

Does this mean my only option is to use "Secure by Organization"? This would result in me having to create 47 separate Recruiting Manager data roles because each data role can only have one Job Requisition Security Profile linked to it. And then I need to assign as many as 10 different data roles to one Recruiting Manager?
