Custom ORC Role to Edit Update Agency Without Set-up and Maintenance access

Hi,

I want to create a custom role in ORC which will have privilege to add, edit or update Agencies in the Recruiting agencies work area. However, as per my research, the add/ edit access for agencies privilege is a part of the Set-up and Maintenance privilege.

Is it possible to create this custom role without giving access to Set-up and Maintenance area?
