Seniority Date for Future-dated hire: Page shows "Permission is required to view this content"

For an employee with a future hire date, navigating to My Client Groups > Seniority Dates through an HR login display "Permission is required to view this content" and "Recalculate Seniority date" button is missing. This message is misleading as it indicates a privilege issue, whereas no seniority data exists yet for the employee. Instead, a user-friendly message such as "There is nothing here so far" or "No seniority information is currently available" should be displayed, consistent with the Responsive UI behavior.
Note: This has been a problem only in Redwood Page, whereas Classic page it shows as expected.
