Observation Checklist as Optional Activity

Summary:

We have a client requirement to use Observation Checklists as a manager/observer validation of learner skills after training. However, the client does not want course completion to be dependent on the observer completing the Observation Checklist. The Observation Checklist is intended only as a follow-up skill validation step.

To support this requirement, we configured the Observation Checklist activity as Optional rather than Required. However, we observed that observers are not receiving notifications after learner completes the course. Both course and checklist are marked complete.

When an Observation Checklist is configured as an Optional Activity, should observer notifications still be generated? If not, is there a recommended approach to allow learners to complete the course independently while still triggering an Observation Checklist notification to managers/observers for post-completion skill validation?
