Recruiting Agency can submit the candidate for requisition without posting to external carrier site

Summary: While inviting a recruiting agent from job requisition without posting the requisition into external candidate site. Then the submit candidate button in the agency portal in the invite section for that particular requisition is disabled. Means until the requisition posted to the external carrier site, the agency can not submit the candidate for the same requisition. We have the requirement that the agent only invited for job requisition to submit candidate. But the same requisition should not posted to external career site. Can we achieve this functionality.
