Balance by Date Displays 0 Hours, but Balance Dimension Has Hours

My Client Groups > Payroll > Balance by Date (redwood)

The balance dimension shows 0 hours on the Balance by Date page:

But clicking into the dimension shows hours at the relationship level:

Should the balance page show the hours? It appears to be defaulting to displaying only the assignment hours as shown by the dimension > Assignment Tax Unit Year to date.

Can the page only display assignment hours AND relationship hours?
