How to configure conditional approval rules for Change Personal Information?

Summary: We have a requirement to configure different approval rules for Address, Disability, and Marital Status changes.

When these changes are submitted by an employee, they should be routed to the employee's HR Representative based on Area of Responsibility (AOR) for approval. However, when the same changes are submitted by HR, the transaction should be auto-approved.

For Marital Status, employee-initiated approval is required only for employees in the US or Canada.
