Which Oracle-supported HDL performs the movement of candidate from Processing to Rejection state?

Summary:

We are trying to reject candidates currently in HR > Processing in Progress using CandidateJobApplication HDL.


HDL:METADATA|CandidateJobApplication|RequisitionNumber|CandidateNumber|CurrentPhaseCode|CurrentStateCodeMERGE|CandidateJobApplication|<REQ>|<CAND>|HR|REJECTED_EMPLOYER

The load consistently fails with:IRC-1590385The job application can't be moved to the provided phase and state.

However:1. CandidateJobApplication HDL successfully rejects candidates in recruiting phases (for example New Application > Rejected by Employer).
2. The Recruiting UI successfully rejects the same HR candidates through:   Actions > Cancel Offer > Rejected by Employer.
3. After UI rejection, the application is stored as:   Phase Code = HR   State Code = REJECTED_EMPLOYER.4. Multiple HR/Processing candidates have been tested and all return the same error.
