When creating Learning Assignment Profile, Learner with Prior Completion is greyed out

When creating Learning Assignment Profile, Learner with Prior Completion field is greyed out and is not greyed out when unchecking Enable renewal rule

Is this the functionality or is it something which I am missing. I do not want to make that field that greyed out.
