Does Taleo Learn have a skill bank?

I'm pretty new to this and we have just recently began utilizing our LMS with our staff. I am being asked by the HR Director if we have a "skill bank". They want the staff to be able to go in and log any skills they currently have, i.e. Excel, Payroll, etc. Is anyone aware of a feature like this available in the Taleo Learn environment that would could use to meet this need?
