how to Reset the Total Owed balance for pretax dedcution elements like HSA and FSA

We have configured Pretax Deduction elements with secondary classifications Health Savings Account (HSA) and Flexible Spending Account (FSA). The elements are configured with the following settings:
Arrearage Rule: Take a Partial Deduction, Place Remaining in Arrears
Total Owed = Yes
Deduction amounts and Total Owed values are loaded from a third-party benefits provider, as Oracle Benefits is not implemented.
At the end of each plan year, the existing element entry is end-dated and a new element entry is created for the following year with a new deduction amount and Total Owed value.
Business Requirement
The deduction should stop automatically once the employee reaches the loaded Total Owed amount for the respective plan year. Each new plan year should be treated independently, without considering balances or deductions accumulated from previous plan years.
