Is Learning module (Recommended Profiles) a prerequisite for dynamic skills?

Dear peers,

I reach out to you regarding an issue we are facing with our Oracle HCM Dynamic Skills activation. We had it working (activated using AI Apps) 2 months ago before it got deactivated. We recently raised a Service Request (SR) with Oracle support for assistance, but the feedback we received contradicts our understanding of the system documentation.

The Oracle support team member indicated that we must first enable Recommended Profiles within the Learning module as a mandatory prerequisite to activate Dynamic Skills. However, based on our review of the Oracle documentation, we do not see this listed as a dependency. Further, we already managed to enable Dynamic skills 2 months ago before it was deactivated one day.
