Has anyone had this error when creating a Contingent Worker?

Summary: A line manager received the PER-1532556 error message when trying to Add a contingent worker but this contingent did not exist before and has no pre-existing dates. I witnessed the entry by the manager and only a single date was entered and no other source for conflict. Any idea what could be wrong?
