Summary: We are getting the below error on the contract info section while trying to create/edit an offer on Redwood page:

The change for the worker didn't succeed because the Manage Contracts transaction is pending. (PER-1532486) .

However, there is no approval rule set for contracts but still we are continuing to receive this error message.
