Reassignment of Direct Reports during Manager Term impacts other transactions

Summary:

We have come across an issue where a Manager A was terminated with an effective date of 1st Sep 2026, whose Direct Reports B, C and D were reassigned to Manager B as part of the transaction. The Direct Report B already had a Local Transfer transaction in progress. However, when the termination transaction got completed first, it has overridden all employment data for the Direct Report B.

We would like to know that if there's any way to restrict such conflicting changes to Direct Reports while terminating the manager? Since the background transaction involved is Change Manager, is it possible to perform validate In progress transaction, just like any other transactions which says "Approvals are currently in-progress"??
