Job Segmentation not working - jobs shows up while searching by location

Summary:

Our goal is to hide certain jobs(belonging to one job family) from all other employees except for one work location. We created eligibility profiles and job segmentation to exclude these jobs from showing up on Opportunity Marketplace. For instance, we don't want only Delivery Driver jobs in Knoxville showing up for employees from other work locations, but all other job postings in Knoxville should show up.
