Supply Chain Execution Tile / Folder Missing in Navigator and Springboard Despite Enabling Offering

We are facing an issue where the Supply Chain Execution tile/heading is completely invisible on both the Home Page Springboard and the Navigator menu. Here is what we have checked and verified so far:

• Functional Setup Manager (FSM): The parent offering Manufacturing and Supply Chain Materials Management along with Materials Management and Inventory Management, Receiving, Shipping etc. have been explicitly opted in.

Does a user strictly require Inventory Organization Data Access defined under Manage Data Access for Users just to make the initial parent Supply Chain Execution tile/folder visible on the springboard?

Or should the parent tile appear based purely on the assigned Job Role (e.g., Inventory Manager), with Data Access only being required to light up/enable the individual child work areas?
