We are facing an issue when creating a Resource Rate using a Cost Element that belongs to a Cost Element Set different from the Common Set.

- When we create a Resource Rate using a Cost Element from the Common Set, the process works successfully.
- When we try to use a Cost Element that belongs to another Cost Element Set, we receive an error and the Resource Rate cannot be created.
