Upload file to workflow agent spinning for ever first time

Summary:I have a workflow agent that has a file upload feature. When i upload the file (PDF) ~~500KB size, the file keeps spinning always.

I need to click the "close" on the file and try again. Second time it works fast . This is very annoying behaviour and cannot be explained to Business.
