Redwood Inbound Shipment>Purchase order to Ship in bottom banner not visible to all

Summary:

We are testing 26C Redwood Inventory. When we navigate to Inbound Shipments, there should be a black banner with the option of Inbound Shipments or Purchase Orders to Ship. Not everyone is able to see that black banner, they just keep scrolling endlessly through all of the PO without ever seeing the black banner. We are both using Chrome. Anyone else run into this?
