Parameter Fields are not Populating Values when trying to submit an extract

in Payroll and Global Payroll Interface (GPI)

When trying to submit an extract, the Parameter fields are not populating values. For example, the Run Type field opens the dropdown, but no values load there. I suspect that a privilege may be missing, but I am unsure what privilege is needed. Screenshot shows the run type dropdown view where it is blank but no values are returned:
