On this metalink The Receipt Is Missing A Cost For Work In Process Material Return Transaction (KB111752), they said that the cause of "The receipt is missing a cost" error is because:

The WIP return is waiting for the corresponding parent WIP issue to be fully depleted and costed.
The WIP issue is costed but not depleted and hence the return is stuck.

They said the solution is :

1. Create a dummy misc receipt in inventory for the item and get it costed.
