tags- oci resource scheduler

Hi Team,

Need your guidance on resource scheduler to stop and start the specific instance. We are not choosing static option:

We have 3 instances shown here. However we want to choose only one. In this case,can we use tags option: If yes, where do we need to create this. Can you please also let us when to use status option:
