A power user is unable to access the TAR Automation Book balance form under Configuration

While accessing the TAR Automation Book balance form under Configuration a power user is getting the below error. However a service administrator is able to see the form.

'Exception occured in createMapping java.lang.NullPointerException: Cannot read the array length because "<local13>" is null'

The power user is able to see the same data at the below form areas:

1. Library > Tax Administration > TAR Automation Book Balance form
2. Configuration > TAR Automation, then scroll down to the mapping for the ‘Ending Book Balance’ row.

Could you confirm why this error is occurring and any suggested resolutions.
