Item Import via Import Map sets the transaction type in the interface table to UPDATE

in Product Master Data Management

I have create an Import Map for importing a huge number of new items.
I have included the Transcation Type into the Import Map.

All records in the datafile have the Transaction Type set as 'CREATE'.

When loading the file into the interface table via the Item Batch action 'Add Items to Batch', only the first row in the interface table is having the Transaction Type = CREATE. All the next rows are having Transaction Type = UPDATE.
All Item Numbers are sequential, unique and non-existing.

Why is Oracle populating only the first row with the correct data, and all the other rows as UPDATE?
