Error showing up when manager trying to do Change Location for employee

in HCM Integrations

Hi,
When Manager trying to change location for employees under him, System is throwing an error message showing  that Employees assigned to a payroll must have a US home address. (HRX-1560309). This is occurring for two employees 
We have checked primary address everything looks correct. Please provide a valid solution.
