Change Manager HDL Error

Summary:

I am experiencing the following error when attempting to complete a manager change HDL:

"The corresponding date effective record in the WorkTerms for date YYYY-MM-DD, action MANAGER_CHANGE, and effective sequence 1 is missing for the Assignments."

I have included a screenshot below of the data from the WorkTerms and Assignment tabs (data has been anonymized). Please advise how to fully resolve this error.
