Detecting "No Changes Made" to Block Zero-Change Submission on transactions

Summary: Looking for a native way to prevent a transaction from being submitted when no fields have actually been changed from their original values, and no comment was entered.


Content (please ensure you mask any confidential information): We've confirmed in a lower environemnt, that a manager can submit a Change Assignment transaction with zero fields modified and no comment - the system allows it through with no warning. We want to add a "You made 0 changes" type of prompt, or outright block submission in that case.

We've investigated VBS's validation rules (Configure Validations) on the Change Assignment page. The documented condition fields available there are limited to User Roles, Legal Employer, Country, Business Unit, Action, and Worker Type - none of which support comparing a field's current value to its original/pre-edit value.
