In the enhanced dynamic skills, can the HR specialist still add skills to employee's skills center?

Hi Experts,

We have recently migrated to the enhanced skills center. Earlier an HR Specialist could go to My Client Groups > Profiles > Talent Profiles and add a skill to an employee's skill center. However, now there seems to be no option to add an skill to the employee's skills center. Is this expected behavior or I'm missing some config/enablement ?
