Is It Possible to Restrict Move to Posting and Open for Sourcing Actions for Hiring Managers?

We have a requirement in Oracle Fusion Cloud Recruiting to allow Hiring Managers to submit job requisitions for approval while restricting their ability to perform the Move to Posting and Open for Sourcing actions.

Currently, the "Update Job Requisition" privilege appears to grant access to all these actions.

We would like to know if there is a separate privilege, duty role, or supported configuration that allows Hiring Managers to submit requisitions for approval without being able to move them to posting or open them for sourcing.

Has anyone implemented a similar requirement? If so, could you please share the recommended security configuration or approach?
