Managing alias tables in EPM 26.10

With the EPM 26.10 update, I cannot find an option to add alias tables to my Planning application. Documentation says go to Navigator > Create and Manage > Alias Tables, or Actions > Manage Seeded Alias Tables (available after enabling a planning module). Neither option exists that I can find and we do not use the planning modules.
