Push Budget Adjustments as increments rather than Merge from custom EPBCS cube to BCEA

We need to add EPM budget adjustments from custom Planning Cubes to existing Fusion Budget Adjustments rather than replace them, while preserving the initial budget and Fusion-entered adjustments.

We need to write back approved budgets and subsequent adjustments from custom EPM Planning cubes to Fusion Budgetary Control. Our current setup uses Hyperion Planning as the Source Budget Type on the ERP side. We use custom EPM cubes and hence cannot use the delivered EPM Financials Budget Revisions feature. We would prefer to retain this design.
We are leveraging the Budgetary Period status feature to push Initial Budget when Period is Available for Budgeting and push Adjustment when Period is Open.
