User Can not approve Requisition

The user is trying to approve a purchase requisition but is encountering the error shown below.

Invalid action on workflow task or user does not have privilege to perform
this action.
Action UPDATE_ATTACHMENT on task <task> cannot
be performed by <userId>.
Make sure that the action is valid with respect to the current state of the
task or ensure that the user has privilege to perform this action on the workflow task.

I have verified the user's roles and confirmed that the user has the Advanced Procurement Requester, Procurement Manager, and Procurement Application Administrator roles.

I have also followed the instructions and implemented the solution provided in the referenced article. However, the issue still persists.
