Unable to migrate ORC autocomplete rules with Helper Tool

Summary:

We have 12 ACR for Create Job Req page and when we used 26C Helper tool to migrate those it mentioned that none of them can be migrated.

Rule Type was Field Modification Rule.

When I expanded the rule under the business requirement it mentioned that :

"Your HCM environment does not have the required AI Agent setup to process autocomplete rules or the user does not have the privileges to access the AI Agent. "

However, I used the login which has access to the AI agent setup, additionally the setup was also done as per the oracle doc.
