Salary Range Differentials Not taken into account during Offer Creation

Summary:

In the Compensation module we have Salary Range Differentials setup to account for cost of living in different states. Our company is trying to crack down on ensuring Salary offered are within the Approved Ranges, BUT in ORC when you create the Salary in the Offer flow, it seems it only pulls in the Default grade range. It does not seem like there is an option for it to take the Location into account to add the Differential which would thus change the Min and Max values of the Salary Range. Thus we are constantly seeing the warning, "The salary amount is outside the worker's salary range"
