To handle overtime in accordance with the One Big Beautiful Bill, my organization has opted to create a "shadow" element to track FLSA overtime. We used the solution provided in the Oracle Technical Brief where we are calculated FLSA OT hours using Oracle Time and Labor and then used these hours in payroll to determine the qualified overtime premium amount. This element containing the qualified premium amount has a $0 pay value as desired and uses an input value to store the qualified premium amount.
