Public ip and vlan use cases

We need your guidance to understand below options.

1. Public IP for a Private Instance:

is it possible to assign a public IP to an instance that is hosted in a private subnet? How does this concept work in OCI? What are the possible approaches, and in which use cases would we prefer one approach over another?

2. VLAN in OCIWhat is the purpose of VLANs in OCI? How are they different from VCN subnets, and in which scenarios would we use VLANs instead of subnets? Could you please explain with practical examples?
